Five Facts Everyone Should Know About Officer Frank White: Frank White was NOT the “road-rager” that night. Rachel Leann Silva was. Frank did NOT know Johnny Silva was in the car until after the shooting had occurred. Frank was NOT angry at anyone or anything; he was on his way to the grocery store with his wife. Frank and Jacquellyn White were separated at the scene and both gave concurring statements to the police immediately. Frank White is not Aaron Mansker nor were his actions similar to those of Officer Mansker. For example, Mansker followed Foley. Silva cut off and chased the Whites down. In fact, she was a few blocks from home when she crossed three lanes of traffic to further pursue the Whites.
