WHO WE ARE thetruthaboutfrank.com is the work of Burgundy Fletcher and Shanon Buckingham. We are the sisters of Jacquellyn, SDPD Officer Frank White’s wife. We are frustrated and we are angry. We are angry that Frank and Jacquellyn White were attacked by Rachel Leann Silva. We are angry that Frank had to defend himself and our sister on March 15th, 2008 and must defend himself again against the charges filed against him. We are angry that Frank was forced to shoot, injuring an innocent 8 year old child. Frank must live with that for the rest of his life. We are angry Rachel Leann Silva is believed to be one of the victims in this incident, when in fact she is the perpetrator. She was the “road-rager” that night. Johnny Silva and Frank and Jacquellyn White are the real victims of Silva’s destructive actions. She assaulted Frank and Jacquellyn, thereby endangering her son in the process. Silva has been appropriately charged with felony child endangerment. We are angry she has not been charged with felony assault with a deadly weapon. We are angry because we believe that San Diego District Attorney, Bonnie Dumanis passed off Rachel Leann Silva’s case to free up her office to prosecute Frank White. We believe Bonnie Dumanis is trying to garner public support for herself by proving she is willing to prosecute law enforcement officers. We are angry because we believe Bonnie Dumanis is using our brother-in-law to make up for the fact that she failed to file any charges in another high profile case involving the shooting of a San Diego Charger by an off-duty police officer. We believe Bonnie Dumanis has succumbed to public pressure to hold someone responsible for the injury of an innocent 8 year old boy. While we agree someone should be punished for what happened to Johnny Silva, we are angry that blame is being placed on Frank. The real responsibility lies with Johnny Silva’s own mother, Rachel Leann Silva. Since March 15th, 2008, it has been like a bad dream for our family. We did what our sister asked us to do which was to not speak publicly about the case. We believed that justice would be served. We believed our family’s lives would return to normal. We were sure that Rachel Leann Silva would be found to be the aggressor and charged with assault with a deadly weapon. We believed Frank would be vindicated. We were wrong. Unfortunately, much like the case against the Texas Border Patrol agents, justice is NOT being served. With the DA pressing charges and Frank’s subsequent suspension from the police force without pay, we can no longer hold our silence. We cannot sit idly by and watch two more innocent people’s lives be destroyed by a repeat drunk driver.
